11-year old propositioned on Regina street

REGINA, SASK — An 11 year old Regina girl whom a man thought was a prostitute says his punishment wasn't nearly enough. Fifty-four year old George Lipp was given two years probation, after pleading guilty to propositioning the youngster.

The girl says she was standing outside a convenience store when Lipp offered her $100 for sex. She then called 911 from a pay phone, and police arrested Lipp just around the corner.

Lipp's lawyer says the 11-year old enticed his client. "She was waving, having people come over to her and blowing kisses at them," said Dave Halvorsen.

But the girl says that's not the way it happened. She said, "Me and a friend were waving at another girl in the alley".

In addition to the probation, Lipp was ordered to get counselling for sexual deviency, and to perform 60 hours of community service work. He is also to keep away from liquor, and stay home nights.

That's not severe enough, according to the girl, who lives in an area frequented by prostitutes and johns. "You don't feel safe around here anymore. It used to be safe, now it's not, with the johns."
