  • Bill C-397: An Act to amend the Criminal Code (prostitution). The House Of Commons Of Canada, 1st Session, 36th Parliament, 46-47 Elizabeth II, 1997-98. First reading, May 1, 1998. See as well the press release and a letter to Mayor and Council from Eric Lowther MP for Calgary Centre who tabled this private member's bill.
  • Report: Bill C-397 — Prostitution as a Dual Offence. From Superintendent R.G. Dicks, Officer in Charge, Burnaby Detachment, RCMP. Received by the City of Burnaby Community Policing Committee meeting, September 10, 1998.
    The Committee had requested a report on the effects of Bill C-397 should it become law. Superintendent Dicks recommends that the Mayor and Councillors support the bill. Burnaby City Council's decision to support the bill was reported in The Province, October 4, 1998.

    "This consultation paper has been prepared by the Working Group on Prostitution established in 1992 by the Federal-Provincial Territorial Deputy Ministers Responsible for Justice. The paper discusses a number of options that have been proposed by various parties to deal with the problem of prostitution in Canada. These options were proposed in preliminary discussions and municipalities, community groups, police, and people involved in the sex trade, among others."
    Webmaster's note: I worked at Maggie's, a prostitute-operated and run service organization in Toronto from 1992 - 1995. Maggie's received two form letters of invitation that didn't really explain the importance of our participation. From what I could discern, the few sex workers the Working Group talked to were individuals with no peer group support who's names were provided by social services organizations.

    The Ministry of Attorney General and the Vancouver Police Board have authorized a reward of up to $100,000 for information leading to the arrest and conviction of the person or persons responsible for the unlawful confinement, kidnapping or murder of any or all of 31 women listed missing from the streets of Vancouver. This private member's bill in the Ontario Legislature was the subject of public hearings by the Standing Committee on Social Development which were held in Sudbury, August 17; London, August 18; and Toronto, September 28,1998. The bill has been selected as a "Private Member's Public Bill."

  • Report of an Inquiry into Administration of Internal Investigations by the Metropolitan Toronto Police Force
    Conducted by the Ontario Civilan Commission on Police Services, The Junger/Whitehead Inquiry was launched when the Toronto Star exposed a secret resignation deal made by Toronto Police. Cnst. Gordon Junger, a morality squad officer caught operating an escort service, agreed to resign quietly from the Toronto force. In exchange, Internal Affairs officers agreed to drop all charges and destroy evidence. The Commission later widened the probe to include the case against former Sgt. Brian Whitehead, who had allegedly sexually assaulted a woman (who worked occasionally as a prostitute) and threatened her with arrest. The woman — known only as "Jane Doe" — testified anonymously at the Inquiry. See also — Responses to the Junger/Whitehead Inquiry Recommendations:
